It is decide that the votes that were cast will be counted to decide the popular vote. The major cities object because this means that mostly rural voters will decide the election. The incumbent president wins the popular vote in a landslide. The challenging candidate files to have the election decided by the Supreme Court, but one on the judges is terminally ill and the bench is evenly divided along partisan lines. The cities want a new election, but the rural voters oppose this idea. As clashes in the city intensifies the economy starts to crash. Business close down, marshal law is declared, and the president has gone missing. The challenger assumes power of the government. The new president orders the National Guard to confiscate all guns to restore order. The Second Civil War has begun."
